Council may award boathouse contract to bidder ranked second-best

The Austin City Council may decide today whether to award a contract to run a new city boathouse to a group that was ranked second-best by city staff.

The staff's preferred bidder, Texas Rowing Center , has said it could pay the city $1.5 million over seven years, or $300,000 more than its rival, Austin Rowing Club .

But the rowing center was disqualified after sending a mass email related to the contract to its members, who happened to include Council Member Laura Morrison . The rowing center appealed, but the disqualification was upheld.

City lobbying rules forbid groups bidding on a contract from contacting council members about the contract.

The rowing club was also disqualified for a lobbying violation stemming from an email but was allowed back into the competition after appealing.

Both want to operate a $3.4 million city boathouse being built on the north shore of Lady Bird Lake near the Four Seasons Hotel.

Austin Rowing Club is a nonprofit group that for 30 years has run a city boathouse that the new one will replace. Texas Rowing Center is a 25 -year-old business that operates a city boathouse on the lake's north shore, near Austin High School.
